Our History
Serving Somalia since 1962
The Office of the Attorney General of the Federal Republic of Somalia was established under the Organization of the Judiciary, Legislative Decree No. 3 of 12 June 1962, as part of the Judiciary in Somalia.
The Office’s mandate is enshrined in Chapters II, VII and VIII of the Provisional Constitution of the Federal Republic of Somalia, the Judicial Organization Law and the Criminal Procedure Code.

Our Mandate
The Office’s primary duties
Protect the constitutional and statutory rights of the people by administering justice in criminal matters.
Investigate, institute and conduct criminal proceedings.
Protect the interests of the state, public organs, incapacitated and vulnerable people by conducting and intervening in civil proceedings as it deems necessary.
Lead and direct the country’s criminal investigations and the suppression of crimes.
Ensure the wellbeing of prisoners and protect their rights by providing overall supervision and direction of prisons, correction centres and penal institutions.

01 Strategic Goal 1Improve our legal obligations within a framework of strong governance and sound management practices
- Promote excellence by implementing a wide leadership framework to increase efficiency in the delivery of our services.
- Provide oversight through the Internal Audit office and maintain standards in accordance with the Office’s guidelines and policies.
- Transform the prosecutorial culture and uphold the integrity of prosecutorial operations.

02 Strategic Goal 2Ensure respect for laws and protect the rights of incapacitated persons and vulnerable people
- Protect the fundamental rights guaranteed by the Constitution and ensure effective compliance with, and implementation of, legislation and policies.
- Protect, preserve and promote the rule of law and human rights by building a culture of respect for the laws.
- Fight corruption within the government system and develop mechanisms to investigate all abuses and violations of the law within it.
- Lead a coordinated approach at all levels to address crime and safety issues of public interest, including emerging crime problems, by developing crime prevention and crime control strategies, guidelines and standards to eliminate all forms of violence, in particular violence against women and children.
- Uphold and protect the human rights of incapacitated and vulnerable victims and witnesses in the criminal prosecution process by developing and strengthening an effective system that protects their rights.
- Direct police investigations and ensure prosecutors carry out their professional duties impartially and in the public interest.
03 Strategic Goal 3Build and enhance prosecutorial capacity services
- Uphold the highest professional standards and promote a culture of respect, dignity, equality, diversity, accountability and transparency.
- Improve the knowledge and skills of our people through knowledge management.
- Recruit and retain high-calibre staff to increase efficiency in responding to all prosecutorial and mandated services, in line with our obligations and international standards.

04 Strategic Goal 4Promote the effective and efficient administration of prosecution and investigation services within the framework of the criminal justice system
- Embrace the Office’s core values, and protect and strengthen prosecutorial independence and accountability.
- Provide specialised, technical and skilled prosecutorial and investigation services, increase the focus on results and re-assess the results frameworks.
- Develop, maintain and update prosecutorial and investigation policies and guidelines.
- Implement a system that ensures consistent application of the policies and guidelines to achieve fair and effective prosecution.
- Ensure adherence to the constitutional principles of fair trial and due process during investigation and prosecution.
- Ensure that the AGO’s units have the necessary equipment, expertise and supplies to handle criminal cases.
- Increase the focus on results, re-assess the results frameworks and provide a coordinated prosecution service that ensures justice is delivered to victims.
- Develop appropriate mechanisms to ensure the accuracy and timely completion of investigation reports, to avoid prosecutorial errors and violations, promote law-enforcement accountability and ensure prosecution integrity.
- Develop pre-defined policies and procedures that ensure an effective system for optimising caseload distribution, and that investigation reports are reviewed, assigned and completed within the statutory timeframe.
- Enhance citizens’ knowledge of, and access to, the Office’s services by building stronger connections and raising the knowledge platform for our people.
05 Strategic Goal 5Promote cooperation with stakeholders within the criminal justice system and relevant regional and international bodies to improve the overall quality of service
- Maintain excellent communication with the key leaders of the criminal justice chain at both Federal and Federal Member State level.
- Take part in national, regional and international platforms to promote the exchange of views and develop responses to issues of mutual concern.
- Contribute to and advocate for the reform of criminal justice organisations and criminal laws at Federal and Federal Member State level by presenting appropriate research and advising political decision-makers.
- Maintain liaison with international organisations of prosecution and criminal justice to keep abreast of developing trends and techniques in prosecution and criminal justice.
- Develop strategic partnerships and strengthen current engagements with international stakeholders in the criminal justice system and other relevant regional and international bodies to improve the quality of our core functions.
06 Strategic Goal 6Maintain public confidence in the prosecution service
- Produce and maintain comprehensive and accurate information on the work of the Office in an accessible manner.
- Improve the provision of quality services for victims and witnesses.
- Ensure that actors engaging with victims comply with the Office’s policies and guidelines in their interactions with victims and witnesses.
